Tony’s robust practice concentrates on projects and corporate transactions across the Middle East.

His experience includes advising major international clients in developing, expanding, and operating energy, infrastructure, and large-scale projects in the Kingdom of Saudi Arabia (KSA) and throughout the Middle East. Tony has developed a deep knowledge of the region’s laws, rules, and regulations. He also has valuable experience with regulatory and permitting procedures.

Tony has extensive experience in construction matters and has advised on numerous turnkey and large-scale construction and development contracts, including NEOM, Qiddiya, Amaala, the National Housing Company, and SPARK.

Tony’s clients include government entities and multinational companies looking to develop projects and enhance their presence in the GCC and broader Middle East region. Tony also advises on Sharia-compliant joint ventures, mergers and acquisitions, corporate takeovers, and other forms of corporate structuring and governance.

RELEVANT EXPERIENCE

  • Advising on a wide range of turnkey contracts, such as DBFOM, EPC, EPCM, IPP, IWSPP, BOO, BOOT, and BOT.
  • Negotiated, drafted, reviewed, and advised on the $8 billion plant expansion project for a large petrochemical facility in KSA, including conducting a detailed legal due diligence required by
  • the lenders.
  • Advised a client in securing project facilities and guarantees related to the construction of the NEOM Green Hydrogen Complex.
  • Advised a joint venture developer on the construction of 50 schools in the Wave 2 Schools project in Saudi Arabia.
  • Advised a developer on the development of hotels in Riyadh and NEOM.
  • Advised a developer on the development and operation of multiple villages (each 10,000+ person capacity) in NEOM.
  • Advised the BACS Consortium on certain aspects of the Riyadh Metro Project.
  • Advised a large regional construction company in the negotiation and drafting of construction agreements valued at SAR 700 million and SAR 450 million related to Qiddiya and Amaala.
  • Supported government entities with regulatory matters including assisting with drafting and implementation of local regulations.
